International treaties are agreed in 2 necessary stages, signature and ratification. Normally signature is by the govt of a state and ratification by the legislature. Thus treaty accession is only achieved when it becomes law in the acceding state. Amazingly, UK courts hold that the UK is not bound by any treaties it has signed, even after the treaty has been passed through parliament. International law has no force in the UK, unless specifically incorporated by an Act of Parliament (different to ratification by Parliament). So UK courts hold the UK government may simply break at will virtually every treaty and 90% of international law. The original Rogue State.
